Additional Campaign Information NRS0845 – Student Paramedic – National Recruitment Campaign Dear Candidate, Thank you for your interest in pursuing career opportunities with the Health Service Executive (HSE). The National Recruitment Service (NRS) is launching this national recruitment campaign to supplement the existing national panel for Student Paramedic. Student Paramedic is the new job title for Trainee Emergency Medical Technician. This panel will be used to fill any training places arising for Student Paramedic in the HSE National Ambulance Service on the Paramedic Training Programme. The HSE has introduced a process for selecting candidates for consideration for Student Paramedic. We strongly recommend that you read the following information enclosed in this document carefully before making an application. · The HSE National Recruitment Service wish to ensure that all candidates have detailed information about the process, and will have access to support throughout their application process. · We encourage you to download and save this document and keep it so that you can refer to it now and in the future. · In this document we describe all stages of the process, what you can expect and when it will happen. We outline the regulations under which the campaign will run, what we require from you and in what format. We seek the same information from all candidates so that everybody is treated in the same manner. It also explains what will happen after each stage of the selection process and how the panel will be managed. · Take time to read through the various sections, which take you through the process from beginning to end. · We understand there is a lot of detail in this document however by reading this document carefully you will see what the process is going to be and what you will have to do to progress your application. · Please be assured that as each new part of the process arises we will contact you to tell what you need to do and by what date you need to have it completed. The recruitment and selection process for this campaign will be run in partnership between the HSE National Recruitment Service (NRS) and the Public Appointments Service (PAS) and will involve various stages. The stages of this process are outlined below: · Stage 1 – On-Line Registration and Completion of an On-Line Application Form (www.publicjobs.ie) · Stage 2 – Verbal Evaluation and Analytical Reasoning Testing (in person in Dublin) · Stage 3 – Face to Face Interview (The Public Appointments Service will conduct Stages 1 and 2 while the HSE National Recruitment Service will conduct Stage 3.) Where are the posts located? th

From 9 August 2013, It is our intention to supplement the existing national panel to fill any training places for Student Paramedic in the HSE National Ambulance Service arising on the Paramedic Training Programme. The post of Student Paramedic is Specified Purpose (i.e. temporary). The Paramedic Training Programme is operated jointly by the National Ambulance Services College and the School of Medicine & Medical Science, University College Dublin. Successful completion of the Paramedic Training Programme will lead to the award of Diploma in Emergency Medical Science. For further information on the this course – please visit www.ucd.ie/centreems For further information on the Paramedic Training Programme (2 years duration) i.e. course structure, modules, placements, examination fees etc – See Appendix 6 Training places arising will be filled from panels formed through this campaign and will be offered in an order of merit basis. (As stated previously, there is currently an existing national panel in place for this grade which will take precedence over the new panel been created through this campaign. This means the existing panel will be offered places before the panel formed from this new campaign). Any post that may be offered, either specified purpose (i.e. temporary) or permanent, full time and pensionable employment as an Paramedic (PHECC Registered Paramedic) are subject to successful completion of the Paramedic Training Programme, successful discharge of the Paramedic Internship and successful acquisition of registration as a Paramedic with PHECC.

Will I get a training place through this campaign? The HSE are running a recruitment and selection process to fill current and anticipated Student Paramedic places arising in the HSE National Ambulance Service on the Paramedic Training Programme arising during the lifetime of the panel. By participating in this process you are ensuring that you will be included for access to these and future opportunities that may occur. We would however like to highlight to you that a position on the panel is not a guarantee of training place and does not necessarily mean that you will be offered a training place. Depending on the outcome of the selection process (testing, ranking exercise* and interview) you may be placed on a panel in order of merit, from which specified purpose training places on the Paramedic Training Programme may be offered. * Ranking exercise = A further assessment that may be carried out on the basis of information supplied in your application if you are successful in reaching Stage 3 of the selection process. The criteria for ranking are based on the requirements of the post as outlined in the eligibility criteria and skills, competencies and/or knowledge section of the job specification. Therefore it is very important that you think about your experience in light of those requirements. Failure to include information regarding these requirements may result in you not being called forward to the next stage of the selection process. Those successful at the ranking stage of this process (where applied) will be placed on an order of merit and will be called to interview in ‘bands’ depending on the service needs of the organisation.

Stage 2 – Verbal Evaluation and Analytical Reasoning Testing Why am I undertaking Verbal Evaluation and Analytical Reasoning Testing? Verbal Evaluation and Analytical Reasoning Testing is been used as part of the selection process to assess your suitability for the role of Student Paramedic. The test will assess the skills that have been identified as key to effective performance in this role. What will the Tests involve? This part of the selection process will involve 2 separate written tests. § The Verbal Evaluation test measures the ability to understand written passages and evaluate written information. You will have 30 minutes to complete this test. § The Analytical Reasoning Test measures the ability to reason logically and flexibly. You will have 20 minutes to complete this test. When/Where will I undertake the Tests? Tests will take place in the offices of the Public Appointments Service (PAS), Chapter House, 26 – 30 Abbey Street Upper, Dublin 1. th

What do I need to bring in order to gain ACCESS to the Tests? In order to gain entry to the tests the following documentation MUST be presented by each candidate or you will not be admitted to the testing centre. ·

What should I do if I still have not received notification of my test date by 22 April 2013? Please contact the Public Appointments Service on 353 1 8587537, 8587483, or 8587659 How should I prepare for my Tests? Familiarisation material to help you to prepare for the tests will be available online in your Public Jobs Account on www.publicjobs.ie from 19th April 2013. The purpose of the familiarisation material is to provide you with some information on the tests that are being used as part of the Student Paramedic selection process. Please read the familiarisation material carefully, as it is your opportunity to prepare for the tests that you will undertake. Please note that in order to ensure that you will not be detained for any longer than necessary on the day of the test, there will be a limited amount of time allocated for instructions. When will I receive the results of my Tests? Successful and unsuccessful candidates will be notified of their test results via email by the Public th Appointments Service by 17 May 2013. What happens if I am unsuccessful in passing the Tests? Candidates who have received notification by the Public Appointment Service that they have been unsuccessful in their tests in Dublin will not proceed any further in the selection process of this campaign.

What happens if I am successful in passing my Tests? Candidates who are successful in their Tests in Dublin will receive a communication from the NRS at latest th 24 May 2013 confirming what is going to happen next/when it is going to happen/what is expected from you. Your test result will place you in Band A, Band B, Band C and so forth. Applicants will progress to the next stage of the selection process based on the Band in which they are placed i.e. highest scoring Band progresses first. Band A is the band with the highest score set, Band B is the band with the second highest score set etc. If I change my contact details i.e. email address & mobile telephone number how do I update them? Once you have completed your tests in Dublin and have been notified of your result by the Public Appointments Service, all further updates, amendment’s to your contact details must be sent directly to the NRS by email – [email protected]. From this point forward all further correspondence and communications will issue from the NRS. Who can I contact to find out if I have further queries in relation to this campaign? Stage 3 Application Form / Interview Candidates who have successfully completed Stage 2 of the selection process and are eligible to proceed to Stage 3 will receive an email communication and text alert from the NRS inviting them to complete an Application Form with a view to attending for interview. How will I receive my Application Form? Applicants will receive their competency based application form by email to the email address which they provided when they originally applied on-line for the campaign. Applicants will also receive a text alert to their mobile number informing that an application form has been sent to their email address. When will I receive my Application Form? th You will receive your application form to your email address on 24 May 2013 What should I do if I receive the text but do not receive the email with the application form? Please contact the National Recruitment Service immediately to confirm that you have not received your application form on [email protected]. What should I do if I receive the email, but do not receive the text? Please contact the National Recruitment Service on [email protected] to confirm that you received the email but did not receive a text alert. Please confirm your contact mobile number in this email. What is the closing date for returning my Application Form? Closing date for receipt of completed Application Forms is 7th June 2013 @ 12 noon. There will be further information provided with your application form e.g. how/where to return the form etc. Will I be required to attach any documentation with my application form? There will be further information provided with your application form as to what attachments are required to be submitted with the form, however, please note the following documentation will be required as attachments: Original Leaving Certificate or equivalent § This attachment must be an original – photocopies will not suffice. Once a candidates eligibility has been determined the Original Certificate submitted will be returned to the candidate by Registered Post. § (Please note if you have misplaced your Original Leaving Certificate (letters from schools etc won’t be accepted), there is the facility to request a “Certified Statement of Examination Results” from the State Examinations Commission on payment of the appropriate charge. For further details – www.examinations.ie. (As advised on their website this process can take up to 14 working days) so if asked to complete an application form, it would be advisable to bear this in mind. 2. Driving Licence Printout from your Local Authority § This printout must state whether or not you currently have any endorsements on your Licence and are in receipt of penalty points. This printout must be a recent date i.e. 2013. This printout is normally requested from the Body who issued your Driving Licence e.g. Council/City Council etc. If the above documentation is not submitted with your application form at Stage 3 of the selection process, your application will be deemed ineligible and your application will not be processed any further for this campaign. Applicants who complete their application form and are called for interview, where will it happen? th It is anticipated that Interviews will be scheduled centrally in Dublin on week commencing 29 July 2013. Therefore we strongly advise that you note these dates in your diary now. It is unlikely that an alternative interview date and time can be offered. Interviews will be held in person only, therefore candidates must be available to present for interview in Dublin. Interviews will be held on the dates specified by the National Recruitment Services, no subsequent or alternative interview dates will be offered to candidates There will be no alternative interview methods e.g. telephone/video conferencing.

It is our intention to post out the invitations to interview to the correspondence address on your application th form. You will receive a text and email to let you know invitations have been posted no later than 12 July 2013. Candidates who do not confirm their interview attendance prior to the deadline supplied in the invitation to interview will have their slot cancelled. What documentation will I be required to bring to interview? You will be required to produce the following documentation upon your arrival for your interview. Applicants who do not bring the required documentation listed below will not be admitted to interview. · ·

Form of recent photographic identification i.e. drivers licence, passport, work or student I.D. Ideally you should bring your passport. This identification will be checked and returned to you immediately on the day. Garda Vetting Form - you will also be required to complete a Garda vetting form which will be enclosed in your invitation to interview letter. You will be required to fully complete this form and return it to the National Recruitment Service staff on the day of interview. All candidates must complete the Garda vetting form. This includes current HSE employees. We strongly recommend to avoid delays on the day of interview that you complete your form in advance of your interview as per the instructions enclosed with your form.

Your invitation to the interview will list all documentation which you must bring with you to the interview. Do I need to prepare anything in advance? You will be advised in your invitation to the interview about any preparations you need to undertake. How will I know if I was successful / how I got on at interview? You will be informed in writing (posted a letter with the marking sheet from your interview) approximately one week after the last interview has occurred. Candidates successful at interview will be given an order of merit (candidate with the highest interview mark will be order of merit 1, candidate with the second highest mark will be order of merit 2 etc). How will I be informed about the offer of a place on the Paramedic Training Programme? You will receive a text alert to let you know an email has been sent to your email address.

Formation of Panels What is a panel? A panel is a list of candidates successful at interview placed in order of merit. Panels will be formed in order of merit. Candidates are awarded a mark during the interview process and the candidate who scores the highest mark is placed first on the panel. Places arising on the Paramedic Training Programme are then offered to the first candidate on the panel. If the number one successful candidate on the panel refuses a place on the Programme, it is then offered to the second candidate on the panel. Once a panel is formed, it remains in existence for 1 year and may be extended. Marking System Candidates are given marks for skill areas during the interview. Where candidates score the same marks a further ranking process will apply. A previously agreed skill area of the interview will be chosen to further rank successful candidates e.g. Karen and Mary are both successful at interview. They both score 400 at interview, which would place them at joint number 3 on the panel. If “knowledge of working in a healthcare setting” has been the secondary ranking area chosen then the candidate who has scored higher in this area will receive the first job offer. Karen scored 79 in the knowledge element and Mary scored 78. Karen will be number 3 a. on the panel and Mary will be number 3 b. on the panel. Where candidates have the same mark on the secondary ranking, an additional ranking will be applied and so forth. Please note in order to be deemed successful for a panel you must be awarded a minimum score of 40 for each skill / competency area. Student Paramedic Paramedic Training Programme Terms and Conditions of Employment Tenure

Remuneration

The post of Student Paramedic is Specified Purpose. Any posts that may be offered, either specified purpose or permanent, full time and pensionable employment as an Paramedic (PHECC Registered Paramedic) are subject to successful completion of the Paramedic Training Programme, successful discharge of the Paramedic Internship and successful acquisition of registration as a Paramedic with PHECC. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.” The Salary for Student Paramedic (6453) For Existing HSE Employees – (Salary Scale @ 01/01/10): €28,275 For New Entrants – (Salary Scale @ 01/01/2011): €25,447 Shift and weekend premia payments also apply.

Working Week

The hours of attendance i.e. average of 39 hours per week calculated over a predetermined period of time, involves shift work. You will be expected to be available for duty outside of the rostered hours as and when the need may arise. Shift patterns are normally of 8, 10 or 12 hours duration. A shift pattern may have a period of On Call incorporated. Rosters and periods of duty will involve working at weekends, nights and during public holidays. The standard weekly working hours of attendance for your grade are 39 hours per week. Your normal weekly working hours are 39 averaged over a specified timeframe locally, e.g. 2 weeks (78 hours) or 4 weeks (156 hours), etc. as appropriate to service levels in place. Contracted hours which are less than the standard weekly working hours for your grade will be paid pro-rata to the full-time equivalent. You will be required to work the agreed roster arrangements advised to you by your line manager. Where you are required to work unsocial hours and/or night duty you will be remunerated at the nationally approved rates for your pay grade. Where you are not assigned to a roster, your Supervisor will notify the working hours allocated to you at least 24 hours in advance. Where an unforeseen event such as staff availing of bereavement, force majeure, paternity or sick leave, staff injury, Stress Management stand down, a major emergency or critical staff shortage occurs, you will be required to change allocated working hours (& leave) at short notice, i.e. less than 24 hours notice. HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff th appointed to promotional posts from Dec 16 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Annual Leave

The current annual leave entitlement for this grade is 23 days in the leave year of 2013/2014. Annual leave and leave hours in lieu of public holidays will be calculated in hours. A day = 39/5 = 7.8 hours

Existing Members who transferred to the HSE on 1st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those to which they were entitled at 31st December 2004. Appointees to posts in the Mental Health Services which formerly attracted fast accrual of service should note that the terms of Section 65 of the Mental Treatment Act 1945 do not apply to New Entrant Public Servants as defined by Section 12 of the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Probation

Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.

Protection of Persons Reporting Child Abuse Act 1998

As this post is one of those designated under the Protection of Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Code of Professional Conduct

Candidates who accept a place on the Paramedic Training Programme must comply in full with the PHECC and HSE Codes of Professional Conduct. Students who do not comply will be removed from the Paramedic Training Programme subject to appeal. Students who are censured by the PHECC as a result of a Fitness to Practice Process may not be offered employment with the National Ambulance Service.

Mentorship / Supervision

Students will be assigned a mentor during Stage 2 of the Paramedic Training Programme and must accept guidance and support from their mentor.

Stage 2 assignments

Students may be allocated hospital and operational placements at varying locations throughout the National Ambulance Service area. No additional costs will be incurred by the HSE in association with undertaking such placements. However, every effort will be made to provide such placements within a reasonable distance to the Students area of residence. However, we may not be able to facilitate this.

Examination / Registration Fees

The HSE will pay in full, all fees required by the Pre Hospital Emergency Care Council in connection with undertaking the NQEMT Examination. Students will be required to pay in full, all fees required by the Pre Hospital Emergency Care Council in connection with acquiring and maintaining registration.

Examinations

Students will provide a copy of all examination results to the National Ambulance Service College, training reports and certificates as conferred and/or provided by the Pre Hospital Emergency Care Council or any other relevant authority

Failure to successfully complete NQEMT Examination

Students who fail to show acceptable progress on the course may not be enrolled for the NQEMT examinations. Such progress will be measured by regular ‘House’ exams” Students who are not enrolled to sit the NQEMT exam due to poor course progress may be removed from the programme.

Acquisition of PHECC Registration as a Post Graduate

Students who successfully complete the NQEMT examination must obtain registration as a Paramedic Intern as held by the Pre Hospital Emergency Care Council and be prepared to maintain such registration with the Pre Hospital Emergency Care Council through Continuing Professional Development and compliance with Clinical Practice

Post Graduate Paramedic Internship

Candidates accepting a Specific Purpose Contract of Employment may be allocated operational deployment at varying locations throughout the National Ambulance Service area. Deployment will consist of operational work placements as part of a two-person crew. No additional costs will be incurred by the HSE in association with undertaking such deployments. Every effort will be made to provide such deployments within a reasonable distance to the candidates area of residence. However, we may not be able to facilitate this. Students who successfully complete the NQEMT are eligible to register as a Post Graduate Paramedic Intern. The Post Graduate Paramedic Internship is normally of 12 months duration during which the Student must successfully complete quarterly assessments, course work and projects, ongoing appraisals, comply with all Clinical Practice Guidelines, mentorship arrangements, supervision arrangements, and PHECC and HSE Codes of Professional Conduct and National Ambulance Service policies and procedures.

Acquisition of PHECC Registration as a Paramedic

Students who successfully discharge the Post Graduate Paramedic Internship must obtain registration as a Paramedic on the Pre Hospital Emergency Care Council Register and be prepared to maintain such registration with the Pre Hospital Emergency Care Council through Continuing Professional Development and compliance with Clinical Practice Guidelines and the Fitness to Practice process.

Permanent offer of employment

The post of Student Paramedic is specified purpose (i.e. temporary). Any posts that may be offered, of permanent, full time and pensionable employment as a Paramedic (PHECC Registered Paramedic) are subject to successful completion of the Paramedic Training Programme, successful discharge of the Paramedic Internship and successful acquisition of registration as a Paramedic with PHECC. Where a permanent offer of employment is made, candidates will commit to a minimum of two years employment with the National Ambulance Service.

Failure to complete 2 years of satisfactory employment

The clinical placement element allow for the student to progress from the study of theory and skills development to a placement in an appropriate Hospital which allows the student to observe and participate in patient assessment skills, affording the student the opportunity to discuss with a clinician how clinical decisions are made. The hospital

environment provides rapid exposure to a greater number of patients which would take an extended time in a pre hospital setting. A strong emphasis is placed on the application of theoretical learning in the work-place. During this time the student also initiates a portfolio of evidence (which includes two reflective case studies from selected departments and witness testimonials from the hospital placements) The student is provided with a training record booklet, which will form part of the overall Portfolio of Evidence, outlining the full range of skills for which they must provide evidence of competence. In addition the students are also required to complete a reflective practice journal, which is part of the Portfolio of Evidence, based on the care they have provided to patient whilst under supervision. Stage 3

Clinical Internship I Supernumerary Ambulance Placements

(Duration 4 weeks)

The module builds on the knowledge gained from Clinical Placements and involves workplace learning, in this case in an emergency ambulance, for a one month period (whole-time equivalent) during which time the student observes and participates where appropriate in patient assessment and management, under supervision of a registered Paramedic. It is envisaged that the student, although placed for 100% of the placements on an emergency ambulance, will be exposed to a mix of emergency, urgent and routine ambulance duties. During this time, students will also continue to develop their Portfolio of Evidence based on the attended cases which will form part of the final assessment. The Portfolio will be verified by the Course Director or a tutor delegated by him/her. Students provide evidence of competence for their Portfolio by completing patient reports and reflective case studies.

Stage 4 (Duration 3 weeks)

Theoritical Consolidation and Exam Preparation. The NQEMT Part 1 Exam will be undertaken on completion of these elements of the training programme.

PHTLS/PEPP course and induction for Undergraduate Internship Placements

Clinical Theory II (Introduction to Practice) This 2 week, full-time stage covers all aspects of trauma care in adults and is taught by the PreHospital Trauma Life Support (PHTLS) Instructors, certified by the National Ambulance Service College. It is comprised of lectures, taught skill stations and scenario based learning (practical and theoretical). The vital subject of patient assessment and clinical decision making is covered in depth. Also taught during this stage are aspects of emergency Paediatric care which is led by Paediatric Education for Pre-Hospital Professionals (PEPP) Co0ordinators, certified by the American Academy of Paediatricians, and course Tutors. It is comprised of lectures, taught skill stations and scenario based learning (practical and theoretical). The remainder of this stage will consist of induction style training for the students developing practical skills and preparing them for their undergraduate internship. There will also be a review of work completed to date in the Student Portfolio.

Stage 6

Undergraduate Ambulance Placements

(Duration 12 weeks)

Undergraduate Internship This component of the Programme involves workplace leaning under supervision of a registered Paramedic crew for a 12 week period (whole-time equivalent) during which time the student develops their Portfolio of Evidence. For the purposes of this submission, it is the intention that students will complete 100% of the undergraduate internship as a third person on an emergency ambulance. It is envisaged that the student, will be exposed to a mix of emergency, urgent and routine ambulance duties. The Portfolio of Evidence will be initially reviewed by a Mentor appointed by the Course Director. Students provide evidence of competence in these elemnts by completing patient reports, reflective case studies and witness testimonials. The Portfolio will be verified by the Course Director of a Tutor delegated by him/her.

Stage 7 (Duration 2 weeks)

Exam Preparation and NQEMT Part 2 Exam

This component of the Programme involves workplace learning under supervision of a registered Paramedic and will consist of a period of time not less than 52 weeks. As part of a crew during this final development stage, the intern will further review their Portfolio and be formally assessed on a minimum of 3 occasions by a qualified tutor. Professional development opportunities (mentorship training etc) will be completed during this period.

Students will undergo 3 weeks of driving training. This will be in accordance with the PHECC Standards 2007 and will be delivered as the accredited advanced driving course. It will consist of theoretical and practical skills development, under the direction of a driving instructor. This element of training may take place prior to commencing, or during completion of the post graduate internship.

Successful completion of the above Student Paramedic Training Programme will lead to the award of Diploma in Emergency Medical Science. This award will allow candidates to have their name registered on the Paramedics (Ps) Register with the Pre-Hospital Emergency Care Council (PHECC). What is the Pre-Hospital Emergency Care Council? The Pre-Hospital Emergency Care Council (PHECC) is an independent statutory agency with responsibility for standards, education and training in the field of Pre-Hospital Emergency Care. They are the regulators for Emergency Medical Services in Ireland. All EMT’s, Paramedics and Advanced Paramedics must be registered with PHECC in order to legally practice in Ireland. Students who successfully complete the NQEMT examination must obtain registration as a Paramedic Intern a held by the PHECC and be prepared to maintain such registration with PHECC through continuing professional development and compliance with Clinical Practice Guidelines and the Fitness to practice process. For further information on PHECC and PHECC Registration please visit: www.phecit.ie Will I have to pay Examination/Registration Fees while undertaking the Training Programme? The HSE will pay in full, all fees required by the Pre-Hospital Emergency Care Council in connection with undertaking the NQEMT Examination. Where will I be based during Stage 2 Placements? Students may be allocated hospital and operational placements at varying locations throughout the National Ambulance Service Area (For further details on the NAS please see appendix 2)

No additional costs will be incurred by the HSE in association with undertaking such placements. However, every effort will be made to provide such placements within a reasonable distance to the Students area of residence. However, the NAS may not be able to facilitate this. What happens if I fail to successfully complete the NQEMT Examination? Students who fail to show acceptable progress on the course may not be enrolled for the NQEMT examinations. Such progress will be measured by regular “house exams”. Students who are not enrolled to sit the NQEMT exam due to poor course progress may be removed from the programme. What happens if I successfully pass the NQEMT Examination? Students who successfully complete the NQEMT Examinations are eligible to register as a Post Graduate Paramedic Intern with PHECC. The Post Graduate Paramedic Internship is normally of 12 months duration during which students must successfully complete quarterly assessments, course work and projects, ongoing appraisals, comply with all Clinical Practice Guidelines, mentorship arrangements, supervision arrangements, and PHECC and HSE Codes of Professional Conduct and National Ambulance Service Policies. Where will I be based during my Post Graduate Paramedic Internship? Students accepting a Specified Purpose Contract of Employment may be allocated operational deployment at varying locations throughout the National Ambulance Service. Deployment will consist of operational work placements as part of a two-person crew. No additional cost will be incurred by the HSE in association with undertaking such deployments. Every effort will be made to provide such deployments within a reasonable distance to the candidates area of residence, however, the NAS may not be able to facilitate this. Is accommodation organised for me during the Training Programme? It is the responsibility of the student to organise their own accommodation if required. What happens if I successfully complete the Post Graduate Paramedic Internship? Students who successfully complete the Post Graduate Paramedic Internship must obtain registration as a Paramedic with PHECC and be prepared to maintain such registration with PHECC through Continuing Professional Development and compliance with Clinical Practice Guidelines and the Fitness to Practice process. Once I receive registration as a Paramedic with PHECC, what happens next? The post of Student Paramedic is Specified Purpose (i.e. temporary). Any post that may be offered following successful registration as a Paramedic with PHECC may be permanent or specified purpose (i.e. temporary). If a permanent offer of employment is made, candidates will commit to a minimum of 2 years employment with the National Ambulance Service. What happens if I am offered a permanent post and fail to complete 2 years of satisfactory employment? Candidates who are offered and accept a permanent post but who fail to complete the minimum 2 years satisfactory service may be required to replay the full cost of their training or part thereof on a pro rata basis depending on the duration of service completed.

Panel Management Rules In this appendix we outline how individual training posts are notified to candidates who are successful at interview and are placed on the recruitment panel in order of merit. The time lines and panel management rules for each individual training post will be included in the email communication sent to you for each individual post which arises and is relevant to your order of merit on the panel. Frequently used terms: Expression of Interest: An expression of interest simply means that you indicate that you would be interested in this training offer should it be offered to you. Formal Job Offer: You are formally offered the job i.e. if you accept the formal job offer you will move to the next stage of the selection process- reference checking, occupational health clearance etc. Order of Merit: The order of merit is initially decided by your score achieved at interview i.e. candidates are listed in order determined by their interview mark, the highest mark achieved is no.1 on the panel, the second highest score is no.2 etc. Training Posts You will have one working week++ in which to express an interest in a training post. You will be made aware by an “alert” text to your mobile phone to advise you of an e-mailed letter regarding the details of the training post/service and the last date by which you may express an interest. You will also receive a description of the training post as well as contact details for the Service Manager to discuss the further details. We strongly recommend that you do so. The National Recruitment Services may notify more than one candidate, in order of merit that a training post has arisen. This notification invites an expression of interest in a training post and should not be considered an offer. The candidate who expresses an interest in the training post and is highest in order of merit will be formally offered the post. Candidates who do not express an interest or who reject a training post when offered will not be moved on the panel and their ranking on the panel will not change. If a candidate is not interested in a training post they do not need to take any action and can ignore the training post notification text and email. It is most important for candidates not to express interest in training posts that there is little chance they would accept if offered as this can cause large UNNECESSARY delays in the filling of posts and thus the provision of services. Security Clearances Candidates who have resided overseas for a period of 6 months or more: PLEASE NOTE: the Garda clearance form which you complete and return on the day of interview only covers addresses in the Republic of Ireland and Northern Ireland. If you have resided in countries outside of the Republic of Ireland and Northern Ireland for a period of 6 months or more, it will be mandatory for you to furnish this department with a Police Clearance Certificate from those countries stating that you have no convictions recorded against you while residing there. You will need to provide a separate Police Clearance Certificate for each country in which you have resided. Clearance must be dated after the date you left the country/countries. Note: Candidates who studied outside of Ireland e.g. in the UK, please pay particular attention to this. You will require UK disclosure to cover the entire period you were in the UK. Clearance must be dated after you left the UK. Candidates please do not send us your overseas clearance or any other documentation unless we request it from you. Candidates who receive job offers will have 5 working days in which to produce the required documentation; otherwise the job offer will be withdrawn. When requested, a copy of your Clearance will be retained on file and the original returned to you by post. Any cost incurred in this process will be borne by the candidate.
