As the sun sets on the first decade of the presidency of Dr. William A. Meehan, we would like to celebrate the leadership of the 11th president of Jacksonville State University. History of JSU From modest beginnings, Jacksonville State University has evolved into the educational center of northeast Alabama. The Alabama Legislature in the 1882-83 session created a state normal school when Governor Edward O’Neal signed into law a bill creating the school on February 22, 1883. Jacksonville State Normal School acquired the facilities and equipment of Calhoun College, consisting of twelve acres of land and a two-story brick building. The Board of Directors elected James C. Ryals, Jr. as the first president. The school opened with three instructors: W. J. Borden, mathematics; Eliza A. Bowen, English; and Ida J. Woodward, primary department. As stipulated in the establishing act, the Normal School conducted a preparatory school for children of the town and surrounding areas. At the end of the first year, on August 15, 1884, William Mark Haymes, President of the Board of Directors, reported that funds totaling $4,751.25 had been received, including $2,500 from the state, that 25 students were enrolled in the Normal School, and that 222 were in the preparatory school. The Normal School remained in operation until 1930 when it became Jacksonville State Teachers College, reflecting an increasing higher education role for the Institution. Five years later, the College earned regional accreditation from the Southern Association of Colleges and Schools. In 1957, the name again changed to Jacksonville State College when the first graduate program -- the master’s degree in elementary education -- was created. On August 2, 1966, the State Board of Education was authorized to elevate the college to university status. On August 17, 1967, the Legislature established an independent Board of Trustees for the University and divested jurisdiction from the State Board of Education. Jacksonville State University has been served by eleven presidents: James G. Ryals, Jr. (1883-85); J. Harris Chappel (1885-86); Carlton Bartlett Gibson (1886-92); J. B. Jarrett (1892-93); Jacob Forney, IV (1893-99); Clarence William Daugette (1899-1942); Houston Cole (1942-71); Ernest Stone (197181); Theron E. Montgomery (1981-86); Harold J. McGee (1986-99); and William A. Meehan (1999present). Jacksonville State University has developed into a regional university serving northeast Alabama on a 459-acre campus with 59 buildings and multiple locations. William A. Meehan, President 1999-Current William A. Meehan has a long-term association with Jacksonville State University that began when he enrolled as a firsttime freshman in 1968. He completed his Bachelor of Science in biology in 1972 and began a career in education that same year. He earned his Master’s of Science degree in biology at Jacksonville State University in December of 1976 and returned in January 1977 to serve as an instructor in the Department of Biology. He completed a Doctorate of Education in the field of higher education administration from the University of Alabama. Prior to becoming president, Dr. Meehan served in numerous administrative and teaching positions at the University. Among these are Coordinator of Medical Technology Program, Director of Academic Advisement, Assistant Vice President for Academic Affairs, Associate Vice President for Academic and Student Affairs, Acting Vice President for Academic Affairs and Acting Vice President for Institutional Advancement. He assumed the helm as president on July 1, 1999. Dr. Meehan’s expansive vision for JSU includes looking to the future while drawing on the strengths of the past. A top goal is knocking down the walls of the ivory tower through such innovations as distance education. Through the Internet, DVD, and videoconferencing initiatives, the University is able to make a college education more accessible to those who work, or for other reasons are not able to reside on or near the main campus. Under Meehan’s leadership, JSU is working to extend classrooms and remove barriers to a college degree. President Meehan says JSU has a bright future, one that depends in large part on gaining more cooperation among the institutions of higher education, such as the state’s community colleges. Meehan wants to turn JSU into a campus where education can be seen as a seamless process flowing from kindergarten through graduate school. Overseeing the development of the University’s first strategic plan, Dr. Meehan says that JSU will more accurately accomplish the institution’s mission, which means integrating traditional academic programs with career oriented programs for students. His vision for the future is based on the philosophy that education is a utility for economic development. Dr. Meehan has been and continues to be very active in numerous civic organizations. He has been an executive committee member of the Board of Directors of the United Way of East Central Alabama and is active in the area Chambers of Commerce of both Calhoun and Etowah Counties. He is a member of the First Baptist Church of Jacksonville, Alabama, and is married to the former Elizabeth Stevens. 1999-2000 Highlights
On July 1, 1999, Dr. William A. Meehan became the 11th president of Jacksonville State University, replacing the retiring Dr. Harold McGee, who presided over JSU for 13 years. Even with the closing of Fort McClellan, JSU could have easily lost 500 students, but instead, the fall 1999 head count is 8,061, which is an increase of 292 over the previous year. The number of high school students taking JSU courses as part of the Dual Enrollment program has doubled since last year. The Department of Mathematical, Computing and Information Sciences was approved by ACHE to administer a Master of Science in systems and software development. The inaugural issue of the Chanticleer online debuted on September 9. It was designed to give students, faculty and alumni access to the paper via the JSU web page. In the fall of 1999, the biggest increase in enrollment was attributed to first-time freshmen, which was up 26 percent. JSU president Dr. Bill Meehan and Dr. William T. Fielding, dean of the College of Commerce and Business Administration, announce that according to the university’s first complete economic impact survey since 1985, JSU makes an astounding $217.6 million economic impact on Calhoun and Etowah counties. “JSU: Right for You” marketing campaign is used to promote the university. The series of ads used some notable Alumni to promote that JSU was right for them and is “Right For You”. The number of students enrolled in distance learning at JSU continues to rise, with a 45.5 percent increase in the number of enrollments during the past year. In fall 1998, 608 students took classes through either College by Cassette, Compressed Video or the Internet. The source of information listed is from various departmental reports.

2000-2001 Highlights
Former Governor Jim Folsom leads new JSU president Dr. Meehan to the speaker’s platform at the beginning of his inauguration ceremony at Pete Mathews Coliseum in February. For the first time in over 25 years, spring commencement was held in Paul Snow Stadium. Even though the university holds 3 commencement ceremonies per year, the spring commencement is too large to be held in Pete Mathews coliseum any longer. An electronic message board was installed in front of the newly renovated Theron Montgomery Building. The newly built McGee Hall is complete and open. The building houses laboratory facilities for the biology and physical and earth sciences departments. Spirit of JSU Drum and Bugle Corps began its affiliation with Jacksonville State University under the direction of Ken Bodiford. Each summer the group travels 10,000 miles competing against other Drum and Bugle Corps throughout the country. Hopper dining hall was renovated to a more food-court style atmosphere. JSU purchased Blackboard software for the implementation of campus wide Internet based distance learning classes. During the fall 2000 semester, 5 classes were being completely offered through Blackboard, and many more classes were being supplemented through Blackboard. JSU purchased a building at the former Fort McClellan Army Base to open a state-of-the art Child Development Center. The source of information listed is from various departmental reports. 2001-2002 Highlights Graduate student enrollment increased 8.2 percent over fall 2000, bringing the number to an all time high of 1,189 students. The university community comes together on the lawn of Bibb Graves Hall to mourn the victims of the September 11 attacks. Among those killed at the Pentagon was Major Dewayne Williams, son of JSU retiree Pearl Williams. In response to the September 11, 2001 terrorist attacks, the JSU campus community rises to the occasion by raising money for the American Red Cross, holding candlelight vigils and also a day of prayer and remembrance. The Captioned Media Program, a federally funded project that makes captioned videos and DVDs available for the benefit of individuals who are deaf or hard of hearing, created its first Postsecondary Depository at JSU. There will be 3 other such regional depositories in the United States. The old Jacksonville High School gym has been refurbished to be used as a practice gym for the JSU athletics teams and intramural sports. JSU Gadsden Joe Ford Economic Development Center is complete. It houses JSU Gadsden administrative offices and some classrooms. Houston Cole Library began using the Docutek Electronic Reserve System, which is integrated with the Voyager web-based library catalog to make test files, class notes, journal articles and other reserve materials available through the Internet to JSU students and faculty. JSU and Gadsden State purchased building 3181 at Fort McClellan. JSU will use its portion of the building to house the continuing education department. ACHE approved JSU’s proposal to offer a Bachelor of Science degree in emergency management. JSU’s program is one of only 4 such programs in the United States and the only one to be offered completely online. JSU was already offering a MPA in emergency management. Houston Cole Library installed an image based online reserve reading system. This system will provide online access to reserve readings for distance learners.

2002-2003 Highlights JSU achieved an “A” rating by Standard & Poor’s for the General Tuition and Fee Bond Issue. The rating was awarded following a visit by Standard & Poor’s representatives coordinated by JSU’s financial advisors Blount Parrish Investment Bankers. Enrollment at JSU is at an all-time high with record enrollment in all areas. Total enrollment is 8,930, undergraduate enrollment is 7,323 and graduate enrollment is 1,607. The use of Blackboard has now exceeded 3,000 users, which has led to the need for a system upgrade. Houston Cole Library implemented “Universal Borrowing”, which provides for direct book loans from the University of Alabama, UAB, Auburn University and AUM. JSU students can check out books from those libraries and have the books delivered to JSU or distance learning students can check out books directly from those libraries. A new transmitter for JSU’s radio station 92J was put into use on Chimney Peak. This transmitter replaces one that was over 30 years old. JSU purchased the 2nd floor of the Joe M. Ford Economic Development Center on the Gadsden State Campus. JSU will be able to use the entire 2nd floor for classes. The JSU Police Department has acquired a NCIC terminal for use in the daily policing around campus. The terminal is connected to the FBI National Crime Information Center, a nationwide information system dedicated to serving and supporting criminal justice agencies. The system is used during traffic stops to identify and verify driver information and by parking enforcement officers to identify the owners of unregistered vehicles parked on campus. JSU Police joined the AMBER Alert partnership.

In October 2003, the Houston Cole Library is rededicated after the completion of a major renovation that includes a new red granite facade and roof. The university launches “The Power of 125...Join the Celebration,” a $17.5 million-dollar capital campaign effort to accelerate progress; empower learning and discovery; intensify our impact on people of the city, across the country and around the world. Reaffirmation of accreditation by the Southern Association of Colleges and Schools was confirmed in December 2003. Fall enrollment reached an all-time record of 9,031 with the largest overall enrollment increase of any other 4 year institution in Alabama. Graduate enrollment increased by 7.6% over Fall 2002 and online class enrollment has grown to almost 2,000 students. The dietetics program in the Department of Family and Consumer Sciences received accreditation in 2003 for the Didactic Program in Dietetics. JSU’s Center for Economic Development and Business Research completed an Economic Impact of the university to Calhoun and Etowah counties. The total dollar impact of JSU is $325 million and JSU also affects 7,952 jobs in the area. There were 6,003 enrollments in distance learning classes during the fall 2003 semester. 2004-2005 Highlights The College of Graduate Studies continued to experience growth in the number of enrolled graduate students. This growth has been steady and consistent over the last ten years. The graduate enrollment increased from 1,607 graduate students in fall 2002 to 1,742 graduate students in fall 2003. This was a new record for graduate enrollment and represents an 8.4% increase. In the 2003 fall semester, graduate enrollment was 19% of the total enrollment, which was the largest percent in the institution’s history. The graduate enrollment for 2004 fall semester was 1,792. This was a new record for graduate enrollment. This graduate enrollment represented 20% of the total enrollment, which now is the largest percent in the institution’s history. The College of Arts and Sciences founded the English Language Institute, which offers non-credit programs to assist non-native English speakers who want to learn English for academic and professional purposes. The institute enrolled its first students this past summer. The Computing Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET) awarded accreditation to Jacksonville State University’s Department of Mathematical, Computing, and Information Sciences for its bachelor degree programs in computer science and computer information systems. The retention rate of students who are tutored through the ACE tutoring services increased 13 percent from last year. After a 2 year waiting period, the JSU sports programs are officially part of the Ohio Valley Conference. The JSU Board of Trustees approved the creation of a commemorative car tag with the proceeds being used for the general scholarship fund. The Jacksonville State University Office of Continuing Education relocated its offices to the newly renovated 3181 building at JSU McClellan in February. By moving to JSU McClellan, the continuing education program gained five newly furnished classrooms with projection equipment, sound systems, smart boards and computers. Included are a 30-station computer lab and a video conferencing system to be used for the community as well as business and industry. For the second year in a row, JSU’s ROTC program is rated in the top 10 percent in the country. The Institute for Emergency Preparedness has had enrollment from all 50 states in its programs and continues to have the largest program enrollment in the entire United States. Dual enrollment numbers were up nearly 50% over last year’s, with a total of 496 students for Fall 2004 and Spring 2005 combined. 2005-2006 Highlights A contract for $930,000 was received from the Alabama Department of Education to establish an Alabama Math, Science, Technology Initiative (AMSTI) at Jacksonville State University. Books for Baghdad concluded its second book drive, collecting and shipping nearly 19,000 textbooks and many scientific journals. Dr. Safaa Al-Hamdani made the arrangements with the International Relief and Development Agency to ship the books to Baghdad. The commissioning of 22 quality officers in fiscal year 2006 made JSU the top Army officer producing university of any four year institute in Alabama, Mississippi, and Louisiana. JSU Online (http://jsuonline.jsu.edu OR http://jsuonline.com) was created, and intended to provide a single online ‘storefront’ distinctive from the university’s web site. Prospective students can identify all complete distance education degrees and programs offered by the university on this site. The College of Nursing and Health Sciences experienced incredible growth in student enrollment during the 2005/2006 academic year. There was a 92% increase in student enrollment from fall 2001 to fall 2006. The Office of Institutional Research and Assessment supported the initiation of the first of seven cycles of Program Review, with 10 academic and non-academic units completing self-studies by June 2006. The findings from Program Review will inform the unit’s departmental goals and objectives, which will be documented in PRISM. Jacksonville State University’s largest graduating class to date, with more than 700 students in attendance, assembled at Paul Snow Stadium on Friday, April 28. A complete online course of study leading to a M.S.Ed in Physical Education was successfully implemented. JSU’s Accelerated High School/Dual Enrollment program entered into a new age with the establishment of a fiber-optic connection with Jacksonville High School. Also part of this project, Gadsden State Community College will connect to Oxford High School and Anniston High school will be provided a direct Internet connection with JSU. The project was made possible by a $100,000 federal grant matched with $100,000 from two local high schools and a generous gift from the Stewart family foundation. The resulting benefit of connecting Anniston, Jacksonville and Oxford High Schools with JSU is the ability to offer college-level courses to high school students on their own campuses. A new record high was set for the graduate enrollment in the fall semester of 2005. The graduate enrollment in fall 2005 was 1,825, which was a slight increase over the previous record enrollment in fall 2004 of 1,792. In both fall semesters of 2004 and 2005, the graduate enrollment represented 20% of the total student enrollment. JSU’s International House Program celebrated its 60th year reunion in Paris, France on July 7th and 8th. With over 140 attendees, the reunion was a huge success! 2006-2007 Highlights The Jacksonville State University College of Commerce and Business Administration is included in the 2006 Princeton Review of “The Best 237 Business Schools”. This places the JSU College of Business among the top 10% of all business schools in the US. In describing the JSU Business School, the Princeton Review quoted business students as follows: The [CCBA’s Administration] “... has good vision and is focused.” In commenting on the CCBA’s faculty, students explained they found them “... well-read, detail oriented, and dedicated professors who have good experience in the fields in which they teach.”
Beginning Fall 2006 the College of Commerce and Business Administration began offering its MBA in traditional format as well as online. The effects of the Banner project were first seen on October 1, 2006, when the university finance system was replaced with Banner Finance. Changes continued with the human resources and payroll system being replaced with the Banner Human Resources and Payroll System on December 21, 2006, when the university produced its January 2007 monthly payroll checks. With the beginning of the new year came the go-live of the Banner Student System for student class registration on February 17, 2007, for the fall 2007 term. The Financial Aid Office began using Banner Financial Aid in February of 2007 and awarded the first financial aid to students in June of 2007. Students began paying money into the Banner Accounts Receivable on July 30, 2007, for the fall 2007 term. The first students were admitted in Banner Admissions on August 8, 2007. Students will soon be able to run their own Curriculum, Advising and Program Planning (CAPP) reports online, which is a replacement of the existing Degree Audit Report System (DARS).
New labs were established in Wallace Hall, which houses our nursing program; Brewer Hall, which houses our social work program; and the Field House. JSU now provides wireless (WiFi) access to JSU students, faculty and staff at locations throughout the campus. This allows members of the university community to use their own computers or PDAs with wireless capability to access the Internet. 2007-2008 Highlights Jacksonville State University held its first-ever Freshman Convocation on August 26, 2008 at Pete Mathews Coliseum. The Freshman Convocation was a unique welcome ceremony filled with elaboration, tradition and marked the beginning for the incoming freshmen’s academic career at Jacksonville State University. Just as commencement is a ceremony that marks the completion of study, the convocation celebrated the student’s entry into higher education. It was also the first formal event where new students and JSU faculty and staff members were welcomed back to the Gamecock community. The ceremony provided an opportunity for freshmen to reunite with fellow students, faculty, and staff members from summer orientation, as well as for remarks from our University President, Dr. William A. Meehan, Vice President of Academic and Student Affairs, Dr. Rebecca O. Turner; and Jennifer Nix, Student Government Association President. The College of Nursing and Health Sciences (CNHS) continues to experience extraordinary growth. In fall 2001 there were 210 nursing students; in fall 2008 there were 517 students (overall a 146% increase). The bulk of growth has occurred in the online STEP Program which has increased 20 fold since 2001. The MSN program has increased 233% in the last six years. Currently in our Power of 125…Join the Celebration capital campaign, which began in 2004, the initial goal of $17.5 million was reached within 24 months of the five year campaign. The revised campaign goal is $25 million of which $27.8 million has been obtained. A dedication ceremony for the new fine arts facility named in honor of Gladys M. Carlisle, a distinguished member of the Jacksonville State University Board of Trustees, was held Monday, October 15, 2007. The Carlisle Fine Arts Facility will provide much needed space for the art department and features new equipment and facilities designed to aid students in drawing, design, ceramics and photography classes. Dr. Guillermo Francia III, professor of computer science, Dr. Jay Ketterer, International House director, and Ms. Lisa Williams, associate dean of the College of Arts and Sciences visited China in June. The purpose of the trip was to promote JSU’s English Language Institute, to introduce JSU’s academic programs, and to initiate a collaborative 2+2 academic program in computer science with Huayu College and Taizhou University. Accelerated high school enrollments for classes offered in the local high schools grew by 8% over the previous year, increasing from 608 enrollees in 2006-2007 to 657 in 2007-2008. Participating schools were as follows: Alexandria, Cedar Bluff, Donoho, Jacksonville, Oxford, Pleasant Valley, Sacred Heart and Saks. Academic year 2007-2008 was the first time students were able to register themselves using the newly implemented Banner system. 2008-2009 Highlights The Office of Admissions announced that the number of applications received for the 2008 fall semester was at an all-time high with 4,774 undergraduate students applying for admission. Seventeen complete online programs and certificates are currently offered through Jacksonville State University’s distance education program. JSU’s Academic Advisement now provides centralized academic advising to undergraduates with undecided majors and any other students not served by a college, such as accelerated high school students. The Little River Canyon Center opened in Fort Payne, Alabama, and is being managed and operated by JSU’s Environmental Policy and Information Center.
In October 2008, the historic Victoria Inn was given to the JSU Foundation by Earlon and Betty McWhorter.
In August 2008, the university selected Big Communications for the “Where You’re Going” advertising campaign. The campaign strategy was centered on a redesign of the university’s brand and web site, and incorporated print, television, social networking and viral video. Also, JSU’s new logo was finalized and is seen at the top of the page throughout the Fact Book. JSU purchased the 24 unit Colonial Arms apartment complex in October 2008. Renovations of individual apartments occurred throughout the summer of 2009. The College of Nursing and Health Sciences continues to experience extraordinary growth. In fall 2004 there were 9 STEP students; fall 2009 data reflect STEP enrollment had increased to 205. Likewise, the MSN program grew from 29 students in 2004 to 82 master’s students in fall 2009. A recruitment trip to China expanded opportunities for collaborations with Chinese universities. A delegation led by JSU president Dr. Meehan includied the College of Arts and Sciences dean Dr. Wade and associate dean Lisa Williams, and the director of international programs, Dr. Ketterer. The trip expanded JSU’s partnerships with Wuhan University and Taizhou University. In addition, new agreements with Shanghai Normal University and Zhejiang University of Media and Communication were signed during the trip. JSU implemented the Gamecock Express transportation system. JSU’s capital campaign - “The Power of 125 . . . Join the Celebration” - has ended successfully. Over $28 million was raised, which far surpasses the original goal of $17.5 million. The Master of Science in Computer Systems and Software Design (MSSD) program was ranked the number two “best buy” among sixty-seven online master’s programs in computer science and information technology offered by regionally accredited institutions in the USA. Today and Beyond Plans continue for a joint degree in computer science with Taizhou University, through a 1 + 2 + 1 program. The initial cohort of Taizhou University students will begin study in the English Language Institute in Summer 2010, with enrollment in JSU in Fall 2010.
The stadium expansion/residence hall project was started in November 2008 utilizing Volkert as Construction Manager. The project is scheduled to be completed in July 2010.
As we look toward our future, we will continue to set, and strive to achieve, the goals that will move the university forward by focusing on the following strategies: • • • • • • • •
Continue to develop new online programs to serve the varied needs of our students. Continue targeted marketing and recruiting efforts for distance learning programs and with two-year college transfers. Involve the alumni in recruiting in targeted geographical areas. Continue to aggressively recruit, retain and provide services for international students. Develop virtual services for online and nontraditional students. Continue our efforts to gain approval to start our first doctoral program at JSU in the near future. Improve student activities and recreational facilities for traditional students. Work on attracting more scholarships and waivers to attract out-of-state students and increase the proportion of students most likely to succeed.
